Reason: The printer is in a cellular signal blind area/spot. For example, the printer is in a basement or next to a tall building blocking the cellular signal.
Solution: Move the printer to someplace where the signal is stronger.
If your cellphone is not showing adequate signal strength while next to the printer, a good chance the printer will have the same signal strength issues.
